Job Purpose
- The Manager: Aviation Training Organisation is to direct and lead Regulatory Training, Functional and Leadership.
- Training as well as Administrative Support and Digital Learning and Reporting functions in providing a progressive, flexible and balanced framework that seeks to develop the skills, behaviours and competence necessary for the effective performance of the Airline’s workforce. The role will drive the implementation of sustainable developmental solutions and align training needs with business objectives and priorities to enhance performance.
- The incumbent will continuously analyse organisational competency requirements in line with the strategy of the Airline, design and implement targeted developmental interventions to address identified gaps to ensure that an effective talent pool is developed for the organisations critical roles through focused development programmes and targeted financial assistance schemes. The role will also monitor and evaluate the impact of learning and developmental interventions on performance across the Airline.
- The Manager Aviation Training Organisation is accountable and critical for addressing all developmental gaps derived from Regulatory and Compliance as well as Functional and Leadership needs across the Airline. The role will implement a Training and Development framework for the Airline aligned to the Corporate Learning and Development framework. The Manager will be responsible for managing the Training Budget for the Airline which is approximately 6% of the Total Payroll costs.
- The role will be accountable for regulatory compliance and reporting requirements to relevant bodies such as CAA, ICAO, Department of Labour, FAA, EASA, Higher Education, Department of Trade and Industry, SETA as well as Aviation and Government regulatory bodies. The Manager Aviation Training is also accountable for managing the Employment Equity deliverables for the Airline.
- Lastly, the Manager Aviation Training Organisation will be responsible for sourcing third party revenue and drive actions to address and minimize audit findings.
Principal Accountabilities:
Strategic/ Financial
- Contribute to the design of the Operations Strategy and ensure strategies are implemented and integrated within the Aviation Training Organisation.
- Lead the development and implementation of the Aviation Training strategy taking into account specialist expertise, best practice, benchmarking and market standards etc.
- Define strategy and SAA Compliance plan in line with research, obtain approval, and buy-in from key stakeholders.
- Develop and implement operational strategies to guide processes and procedures within the Department.
- Engage in discussion about integration and adoption of these into strategies and plans with applicable stakeholders and decision-makers) toward ensuring the achievement of business, employee and customer requirements.
- Engage in trend analysis to identify future needs, services required, market offerings and available new offerings.
- Identify initiatives in alignment with business requirements and strategic objectives and assist with planning the budget specifically linked to goals and targets.
- Prepare, consolidate, manage and control the Aviation training budget.
- Promote and advocate the generation of ancillary revenue.
Operational
- Ensure the efficient and effective management of the Aviation Training Organisation and associated functions.
- Build and maintain a good working relationship with the necessary authorities and regulators within the aviation space.
- Ensure that effective Governance and Risk Management policies, processes and systems are in place.
- Design and implement a reporting system and process.
- Ensure regular and timeous reporting of information and delivery of reports to regulatory bodies.
- Ensure that audit findings are addressed and minimized through appropriate corrective actions.
- Oversee and ensure that all Manual Operating Procedures (MOP’s) are current.
- Lead & drive continuous optimisation programmes & initiatives for the function by defining methodologies, allocating resources and delivering dynamic results.
- Identify and drive practical and economical solutions to address the impact of service delivery trends, problems and challenges.
- Establish frameworks, guidelines and procedures for competency assessments.
- Assist with the development of an organisational Training framework and plan.
- Conceptualize, formulate and drive an E-learning strategy for the Airline.
- Design, develop and improve a technologically advanced environment to transition from a paper based to a systems environment.
- Assess operations performance regularly across all customer service touch points including Skytrax, Star Alliance and Customer Satisfaction ratings.
- Ensure that the training requirements for all employees complies with legal requirements
- Advise on appropriate learning interventions to achieve business objectives.
- Gather statistics regarding the implementation of all developmental plans for the implementation report.
- Prepare the Airline to align with the accreditation criteria in collaboration with relevant stakeholders.
- Lead the customisation assessment tools and learning material/content.
- Develop and implement a Learning quality management system for the Airline.
- Advocate skills development plans such as learnerships and skills programmes in conjunction with Learning and development.
- Ensure alignment of learnerships and skills programmes to the Workplace Skills Plan.
- Design and develop training and development programs based on a thorough analysis of the training requirements of the organisation, now and in the future.
- Establish and implement a Training and Development committee and design terms of reference for such.
- Research and investigate industry norms, standards and best practice to ensure that the Training function is up to standard and aligned with the industry standards.
- Drive critical development priorities for the Airline.
- Interpret and translate business objectives and implications for Training and development.
- Conduct needs analysis in alignment with business objectives.
- Determine the impact of the Operational Skills plan through:
- Immediate assessments of reactions to developmental programs.
- Assessments of behaviour (desired behaviour against the identified gaps).
- Assessments against key performance indicators (individual/groups).
- Conduct assessments of impact on operational results.
- Coach, support, mentor and challenge HR team and line managers in the application of Talent. Development policies and practices and provide advice and guidance on complex issues in order to minimise risk and financial exposure.
Qualifications & Experience:
- Bachelor’s degree in HR Management / HR Development at NQF level 7.
- Relevant postgraduate qualification will be an advantage.
- At least 7 – 10 years’ experience in a Learning and Development role of which 5 years is at senior management level.
- Experience with managing a training division in a large corporate is essential.
- Experience in the Aviation industry will be an advantage.
- Project management experience is an advantage.
